Statement of General Policy Part 1In accordance with the Health and Safety at Work Act 1974, Debenham Sports and Leisure Centre, through its Board of Trustees and all levels of management, is committed to ensure, as far as is reasonably practicable, that:
All employees, visitors and users of the centre are safeguarded fully in respect of health, safety and welfare whilst at work
Members of the public who enter our premises as contractors' employees, visitors or users of the centre, are not exposed to any health and safety risks during the course of their business or entertainment
No work is carried out by the Debenham Sports and Leisure Centre or its contractors that is liable to expose employees, visitors or members of the public to hazards to health, unless suitable and sufficient assessments of the risk are made and necessary measures to prevent or control the risk have been introduced. This applies also to the storage and transportation of articles and substances.
Debenham Sports and Leisure Centre policies and procedures are developed to ensure compliance with all UK and European Law as a minimum. The Board of Trustees has the ultimate responsibility for the implementation of this policy and will ensure that the requirements of all health and safety legislation are established. Department managers are responsible for the implementation of this policy within their respective departments. Matters that cannot be resolved at this level will be referred to the appointed Health and Safety Manager. Through its Board of Trustees and management, Debenhams Sports and Leisure Centre objectives are:
To provide conditions of work for all employees and volunteers which prevent any danger to health. This requires that risk assessments be carried out, as appropriate, to ensure that hazards and risks to be identified enable the standards of safety to be adapted and enforced.
To ensure that all plant and equipment is maintained properly and that none will be used knowingly when it presents any risk to the safety of the staff, visitors or users of the centre.
To provide means of access and egress to Debenham Sports and Leisure Centre premises that are safe and without risks to health.
To provide comprehensive information, instruction, training and supervision - with the object of ensuring, so far as is reasonably practicable, the health and safety at work of every employee, visitor and user of the centre.
To ensure that the health, safety and welfare of all employees, visitors and users are under continuous review by management at all levels.
To ensure methods are in place to ensure that contractors work to safety standards set down by Debenham Sports and Leisure Centre.
This policy is largely dependent upon the total co-operation of every person who works in or on Debenham Sports and Leisure Centre premises and has personal responsibilities under the law. It should be read in conjunction with other corporate H&S policies, detailed Safe Systems of Work and local safety policies as applicable. We require everyone to:
Take reasonable precautions in safeguarding the health and safety of themselves and others.
Observe all health and safety rules and procedures as laid down by the Debenham Sports and Leisure Centre and use all health and safety equipment provided.
Alert management to any potential hazard that they have noticed and report all accidents or incidents that has led, or may lead to, injury, illness or damage.
The organisation recognises the importance of employee involvement and actively encourages collaborative dialogue between management and staff. If any person fails to follow laid down health and safety procedures and policies or acts in a reckless manner constituting a serious danger to any person or resulting in serious damage to Debenham Sports and Leisure Centre property, disciplinary action may be taken. Organisational Arrangements for Safety ManagementDebenham Sports and Leisure Centre is developing a system of safety management to ensure compliance with the Management of Health and Safety at Work Regulations 1999. These require the systematic assessment of workplace risks, that employees and volunteers be provided with appropriate information about such risks together with any preventative and protective measures, and procedures to follow in the event of serious and imminent danger to employees and other persons. Management systems for the effective planning, organisation, control, monitoring and review of measures for safety are also required. Details on how Debenham Sports and Leisure Centre will work to achieve this are shown in the following sections:- Section 1 Roles and Responsibilities Section 2 Training and Information Section 3 Meetings and Communication Section 1 Roles and ResponsibilitiesHealth and Safety is an integral part of every job for every employee and volunteer throughout Debenham Sports and Leisure Centre. Additionally, staff/vols in managerial or supervisory positions have specific responsibilities to fulfil, and these are detailed below. These responsibilities will be included in job descriptions. Key Management TasksChair of Trustee's The Chair of Trustee's has final responsibility for health and safety within Debenham Sports and Leisure Centre. This includes i signing the Corporate Health & Safety Policy Statement, ensuring that its terms are appropriate to the organisation and up to date. ii promoting the acceptance of the workforce's health, safety, security and wellbeing as an important management function The Senior Management Team (SMT) led by the Facilities Manager is collectively responsible for the determination of policy and good practice on health and safety within Debenham Sports and Leisure Centre. This includes i ensuring good health and safety management and practice within their specific areas of work, including compliance with the Health and Safety Policy; establishing effective systems for the management of staff/vols, the working environment and working practices so as to ensure so far as is reasonably practicable the health, safety and security of all persons involved in, or affected by, the activities of their areas of responsibility. ii establishing appropriate arrangements to enable Debenham Sports and Leisure Centre to comply with statutory health and safety requirements and to observe its own policies and procedures effectively iii to allocate resources for the improvement of health and safety and to comply with relevant legislation. Facilities Manager The Facilities Manager has specific delegated H&S responsibilities from the Trustee's, including: - i ensuring corporate planning processes include relevant health and safety matters ii advising the Chair of Trustee's and other Directors on compliance with the Health & Safety Policy and other related policies including Security requirements. They will ensure an update of the health and safety policy as necessary iii advising the Chair of Trustee's and other Directors on corporate safety issues and matters arising from the H&S audits. v producing the Annual Health and Safety Board Report and Workplan on behalf of Directors Managers throughout Debenham Sports and Leisure Centre All managers are responsible for health and safety and for the effective day to day management of health and safety and compliance with Debenham Sports and Leisure Centre policies and procedures and legal standards in relation to their area of work. This covers people who are engaged in or affected by the work activity, including volunteers, visitors, work placements, consultants, agency staff and temporary staff, all equipment and materials which are used, the environment in which it takes place (both on and off Debenham Sports and Leisure Centre premises) and the working procedures that are adopted. This will involve:- i ensuring Debenham Sports and Leisure Centre health and safety policies and systems are put into practice, including the clear identification of health and safety responsibilities ii ensuring legal compliance of all their activities iii establishing a regular system of risk assessment of all work activities, evaluating and reviewing the assessments, developing effective safe systems of work and ensuring that appropriate remedial actions are taken when required iv consulting and communicating with staff/vols on health and safety matters on a regular basis and liaising with senior management on issues that arise v developing and implementing effective local systems, ie. local emergency procedures, business continuity plans and local security protocols vi ensuring staff/vols receive appropriate supervision, instruction and training on fire and health and safety and have a safe system of work, including the provision of protective clothing where necessary vii notifying accidents and incidents in accordance with the accident reporting policy, analysing accidents/incidents and taking action to reduce risks viii ensuring all repairs or modifications required to premises and equipment to ensure safety issues are reported and actioned appropriately ix liaising with the Health and Safety Adviser on health and safety issues Non managerial role All employees, volunteers, work placements, consultants, agency staff, temporary staff and anyone else working for Debenham Sports and Leisure Centre must I take reasonable care for their own health and safety and for the health and safety of other people who may be affected by their work II conform to health and safety legal requirements and Debenham Sports and Leisure Centre procedures and report to line management dangers, incidents or accidents or potential hazards Note on Volunteers. Volunteers are under the same obligations as employees to work safely, whether working with Debenham Sports and Leisure Centre staff or not, and will receive appropriate health and safety advice and guidance. Health and Safety AdviceThe Chair of Trustee's will ensure the provision of Health and Safety Advice through the services of appropriately qualified people including a competent person, whose main responsibilities will include i acting as the prime competent person for Debenham Sports and Leisure Centre as defined in the Management of Health and Safety Regulations 1992 ii developing, reviewing and improving corporate policies, standards and systems of work and encouraging the development of positive safety management iii acting in an advisory and supportive capacity to all managers on implementation of the Health and Safety at Work Act 1974 and all other related legislation, including the identification, interpretation and appraisal of workplace hazards and risk and the adoption of effective preventative and remedial measures iv developing, reviewing and improving corporate monitoring systems to ensure the causes of accidents and incidents are analysed where necessary, and H&S auditing systems are in place to ensure minimum standards are met. v advising and supporting managers on health and safety training needs within Debenham Sports and Leisure Centre vi being empowered to stop work which is being carried out in contravention of agreed standards and which puts people at risk of injury. Occupational Health ServiceThe Trustee's will ensure the provision of an Occupational Health Service to i support good employment practice through assessing where appropriate, the fitness of employees and volunteers for work before and during employment through pre-employment health screening, rehabilitation, redeployment and-or retirement on the grounds of ill-health Accident ReportingIt is the responsibility of all staff/vols involved in an accident or incident while at work or who witness an accident or incident, to report it, to their line manager. The manager will ensure that any injury sustained on a Debenham Sports and Leisure Centre premises is recorded in the accident book on site for industrial injury purposes. Managers must ensure that all accidents, incidents and near misses are reported in accordance with Debenham Sports and Leisure Centre procedures for investigative purposes and prevention of recurrences. Section 2 Training and InformationThe identification of training needs and the provision of such training is a line management responsibility. Advice on health and safety training is available from the Health and Safety Adviser. All staff/vols require guidance on health and safety practice which will vary according to the type of work undertaken. Managers - All managers will be trained to fulfil their health and safety role. This will include general health and safety principles, risk assessment, accident/incident reporting and developing and reviewing local safety procedures. All managers should ensure that staff and volunteers in their teams are aware of the health and safety responsibilities outlined in job descriptions. Inductions of all new employees/volunteers - All employees/volunteers must go through an induction process. This is the responsibility of their line manager and it must be carried out within the first weeks of their employment. Induction must cover local emergency and fire procedures, first aid and accident/incident reporting procedures. The line manager should ensure that the job the new employee/volunteer is carrying out has been assessed for risk and to ensure safe systems of work are understood by the new recruit. The new employee/volunteer should be made aware of the risk assessment procedures as well as the requirements within their job description to work safely and report hazards. For example, any new employee/volunteer having manual handling tasks or responsibilities as part of their job role will require specific training on manual handling risks and safe lifting techniques. Any other persons working on Debenham Sports and Leisure Centre activities such as work placements, consultants, agency staff and temporary staff must go through an induction process. This is the responsibility of the manager of the area of the Debenham Sports and Leisure Centre in which they are working and needs to cover the same elements as employee induction. Section 3 Meetings and CommunicationsManagement decisions affecting health and safety should be based on full and accurate information, with reference to risk assessments and specialist advice where appropriate. The success with which decisions are implemented will largely depend upon the co-operation of the staff and volunteers concerned and a clear understanding by them of what is required. Managers will consult with their staff and volunteers on health and safety matters on both a day to day basis and a regular formal basis. Health and safety should be a regular agenda item on management, team and supervision meetings. The minimum requirements are set out in the following list. Trustees' MeetingsHealth and Safety will be an agenda item at least once a year, where the Annual Health and Safety Report and Workplan will be submitted. Management MeetingsAll managers should ensure Health and Safety matters are discussed on a regular basis. This should be at least on a 3 monthly basis The following H&S issues should be covered;- i information about Health and Safety in Debenham Sports and Leisure Centre that has come from other meetings/reports. ii accident and incident statistics derived from the reporting procedures, including near misses and acts of threats or violence iii visits of enforcement agencies e.g. the Health and Safety Executive, Fire Service or Environmental Health and any recommendations arising iv review of risk assessments and any new reported hazards, with details of agreed actions v assessment of health and safety training needs vi implementation of Health and Safety policies and procedures within their team and Debenham Sports and Leisure Centre as a whole viii overview of safety within the area This Health and Safety Policy Statement will be reviewed at least every two years to ensure that it remains relevant to the work of Debenham Sports and Leisure Centre. The performance of Debenham Sports and Leisure Centre in establishing and promoting Health and Safety needs to be monitored to ensure that implementation of this policy is effective.
